How can I play japanese games on my PS2 or PS3?

1. How can I play japanese ps2 games on my ps2 or ps3?
2. How can I play downloaded japanese ps2 games on my ps2 or ps3?
Like, what extra things will I need?
I’d rather do number 2, so if you could help me please do and I’ll give you the best answer.
Also, I already know about modchips but is there a way to do this without a modchip?
